As Director, Planning, you will be responsible for the strategic direction, governance, and performance of all planning activities within the context of naval construction and repair programs. Your role will consist of ensuring the development, update, and use of integrated, reliable, and risk-focused plans that will serve as essential management tools to ensure project delivery on time and efficiently.
You will assume a functional leadership role in the planning organization, establish standards and best practices, and work closely with the project management, operations, engineering, and finance departments, as well as with senior management, to support decision-making at both the project and portfolio levels.
More specifically, you will have to
- Define and direct the company's planning strategy, including standards, methodologies, tools, and governance for all programs.
- Ensure that project and program plans accurately reflect the execution strategy, contractual commitments, scope, and project maturity, while ensuring the integrity, consistency, and compliance of planning across the organization.
- Provide executive oversight of integrated program and project planning activities, including key milestones, sequencing, critical interfaces, constraints, and recovery strategies.
- Evaluate planning performance, trends, and risks at the portfolio level, proactively identifying leading indicators and reporting significant issues to senior management, accompanied by clear and concrete recommendations.
- Define and track key performance indicators (KPIs) to measure planning quality, predictability, readiness, and delivery performance.
- Ensure rigorous measurement of progress, forecasts, and alignment with cost reports, earned value management, and project control, to support informed management decisions.
- Oversee the assessment of planning impacts related to changes, delays, claims, and replanning activities, ensuring that risks, assumptions, and recovery scenarios are clearly defined and supported by reliable analysis.
- Lead and develop the planning organization, ensuring that necessary skills, capabilities, and succession planning are in place to support current and future programs.
- Define clear expectations for performance, accountability, and continuous improvement, and attract, retain, and develop experienced talent in the field of planning.
- Assume the role of principal planning authority and trusted advisor to senior management.
Requirements
- Ten to fifteen (10-15) years of increasing experience in planning, project control, or a related field, including at least five (5) years in a supervisory role.
- Bachelor's degree in Engineering, Construction Management, Business Administration or a related field is desired.
- Significant experience in large-scale construction and/or ship repair projects is a major asset.
- Solid knowledge and proven ability to apply project control principles and methodologies in accordance with AACEI and PMI (PMBOK) standard practices.
- Good understanding of project phases, as well as associated activities and deliverables.
- Practical knowledge of Earned Value Management (EVM - ANSI/EIA-748-B) in engineering, procurement, and construction.
- Practical knowledge of risk management principles and methodologies.
- Proven understanding of the correlations between adequate technical definition of project scope, quality of planning, estimates, construction work sequencing, execution strategy, procurement and contracting strategies, commissioning and start-up.
- Ability to manage the impact of changes and trends related to budget control and ETC and EAC analyses.
- Excellent understanding of interfunctional relationships between engineering, supply chain (materials and subcontracting), construction, safety, quality, finance and accounting, as well as operations.
- Ability to work effectively within a large team composed of the client, engineering departments, senior management team and third-party suppliers.
- Good communication skills, both written and verbal, with superiors, colleagues and internal and external stakeholders.
- Bilingualism (French and English). Proficiency in English is required for this position, as the incumbent will be interacting with our English-speaking suppliers, partners and clients.
- High degree of teamwork and collaboration with colleagues, as well as tight deadlines.
- Excellent mastery of Excel, including pivot tables, formulas and import and export functions.
- Mastery of Primavera P6 or, at a minimum, in-depth knowledge of its use and functionality in integrated planning and project control environments.
- Good practical knowledge of financial systems and project management techniques (planning, budget control, etc.).
- Ability to prioritize, handle interruptions and meet deadlines in a constantly evolving environment, while producing quality work.
- Attention to detail.
- Success in the security clearance process and obtaining the required security clearance as part of the Government Federal Contract Security Program.
