Santé Québec Outaouais is seeking candidates to fill the position of Assistant Director to the Director of Major Real Estate Projects (DPMI). Our establishment comprises 11,500 employees distributed across 71 facilities in the Outaouais region and manages an annual operating budget of approximately $1.5 billion. Its mission is to maintain, improve, and restore the health and well-being of the Outaouais population by providing access to a range of integrated and quality health and social services, thereby contributing to the region's social and economic development.

Summary of Role and Responsibilities
Reporting to the Director of Major Real Estate Projects and in conjunction with the departments involved in the transformation project, the Assistant Director acts as a strategic advisor and right-hand person to the Director in coordinating, monitoring, and advancing the organizational priorities of the department. The incumbent contributes to the planning and implementation of the department's directions. They maintain an overall view of the portfolio of priorities, ensure follow-up on decisions, commitments, schedules, and deliverables, and report to the Director on deviations, risks, interdependencies, and required arbitrations.
They coordinate the interfaces between the department's teams, other departments in the establishment, and concerned partners, including the Société québécoise des infrastructures (SQI), external professionals, and internal and external collaborators. They facilitate the circulation of information, clarify responsibilities and next steps, and exercise functional influence to support the concerted advancement of files.
They ensure the consistency of deliverables and compliance with applicable parameters, including scope, costs, schedules, quality, risks, and standards. They conduct organizational, political, and strategic monitoring of issues that may influence the department's priorities. The incumbent coordinates the production, review, and consolidation of opportunity and business files, progress reports, briefing notes, executive presentations, analyses, and recommendations intended for the Director or governance bodies.
They ensure that the presented information is complete, consistent, concise, and adapted to decision-making needs. They support teams in their consultation, programming, implementation, and commissioning processes without substituting for resource, budget, or project delivery managers. They take charge of or coordinate, at the Director's request, special mandates, cross-cutting files, and priority initiatives that require strong analytical, consultation, and execution capabilities.
He establishes the required work plans, structures the expected contributions, ensures follow-ups and documents the results, decisions and actions to be taken. He prepares and coordinates management meetings, committees and bodies in which the director participates. He contributes to the development of agendas, gathers the required documents, formulates decision elements, records decisions and ensures rigorous follow-up of agreed actions.
When mandated, he represents the director at certain coordination meetings and reports to him on the issues, decisions and follow-ups required.
As a manager within a public establishment, he is accountable for his management both internally and externally and is called upon to report on it at all times. Each manager contributes, within his area of responsibility, to integrated risk management by identifying risk situations, implementing appropriate preventive or corrective measures and ensuring the required follow-up in order to support the quality, safety and continuous improvement of care and services.
Requirements
Required Requirements
- University diploma of 2nd cycle (DESS) in administration, management or any other discipline relevant to the position
- University diploma of 1st cycle (bachelor's degree) in a discipline relevant to the position
- Professional experience of at least three (3) years in a 1st level management position
- Professional experience of at least two (2) years in a field related to the functions
- Very good understanding of the health and social services sector, its administration and legal framework
- Any other combination of experience and training deemed relevant may be considered
