Mandate

Santé Québec Outaouais is looking for candidates to fill the position of Head of Labour Relations Services within the Human Resources Department (HRD). Our organization comprises 11,500 employees spread across 71 facilities in the Outaouais region and manages an annual operating budget of approximately $1.5 billion. Its mission is to maintain, improve and restore the health and well-being of the population of the Outaouais by providing an integrated, quality range of health and social services, thereby contributing to the social and economic development of the region.

Summary of Role and Responsibilities

Reporting to the Assistant Director, Employee and Union Relations, the Head of Labour Relations Services ensures the management, coordination and continuous improvement of the labour relations service. He oversees the smooth functioning of the structure supporting the organization's activities, promotes liaison between the various services, and ensures his team collaborates with the human resources services, client departments, union partners and Santé Québec bodies.

He acts as an advisory service, expert and facilitator for managers in labour relations matters, while ensuring rigorous, consistent service delivery aligned with organizational values.

The incumbent ensures the proper functioning of the structure that supports the organization's activities and the liaison between the various services, and ensures his team collaborates with the various HR services and client departments. He oversees the performance of the service and ensures the development of continuous improvement tools, management tools, and training for managers and his team in labour relations management?.

He ensures that the service offering is focused on the advisory role in labour relations, expertise and facilitation for managers of Santé Québec Outaouais and Santé Québec, and ensures that client service monitoring is linked to organizational values?. He is responsible for the planning, organization, direction, control and evaluation of the activities and resources under his responsibility, and ensures the development of all policies and programs related to his area?.

He promotes the maintenance and development of harmonious relations with union partners, client departments, partner services and Santé Québec bodies. He manages complaints, grievances, arbitrations and other labour law remedies, ensuring the participation of the managers and services concerned and ensuring consistency and rigour in interventions. He takes part in the prevention and resolution of complex problems in labour relations management, in accordance with laws, regulations, internal policies and Santé Québec policies.

He ensures compliance with laws and regulations and with the organization's code of ethics.

He is responsible for the planning, organization, direction, control and evaluation of the activities and resources under his responsibility, including the development of policies, programs, management tools and training intended for managers and his team. He contributes to the prevention and resolution of complex situations, including complaints, grievances, arbitrations and other labour law recourses, in compliance with laws, regulations, internal policies, guidelines of Santé Québec and the organization's code of ethics.

As a manager within a public institution, he is accountable for his management both internally and externally and is required to account for it at all times.

Each manager contributes, within his area of responsibility, to integrated risk management by identifying at-risk situations, implementing appropriate preventive or corrective measures and ensuring the required follow-up in order to support the quality, safety and continuous improvement of care and services.

Requirements

Required qualifications

  • University undergraduate degree (bachelor's) in ?industrial relations, business administration, labour law or a discipline relevant to the duties;
  • Professional experience of at least two (2) years in a field related to the duties;
  • Recognized experience in labour relations, particularly in negotiation, interpretation of collective agreements, dispute management and partnership with labour organizations;
  • Significant experience in personnel management, particularly in supervision, development and support of employees;
  • Member of the Ordre des conseillers en ressources humaines agréées (asset);
  • Another combination of diploma and experience may be considered;?
  • Very good understanding of the health and social services sector, its administration and its legal framework
  • Car required
